As the onshore power provider, port enterprises are responsible to build dockside power hookups, introduce shore power supply equipment, and train relevant personnel to provide charging services for ships. For shipping companies, they need to retrofit their power generation system and install ship-borne power receiving equipment.
The port is the follower and can choose the investment scale and price of shore power according to the government's subsidy policies to maximize its own net profit. Two common subsidy strategies are considered and compared, namely, subsidy for the investment of shore power facilities and subsidy for the usage of shore power.
