The Estonian Competition Authority regulates the energy sector and reports to the Ministry of Economic Affairs and Communications. Four main operators are involved in the supply, trading, and logistics of oil: Alexela, Vopak EOS, Scantrans (Ireland) and Eurodek (Denmark).
Estonia aims to limit the share of oil shale in its energy consumption and power generation. Eesti Energia dominates the power sector with 75% of generation, over 95% of distribution, and around 56% of total sales. The share of oil shale in the power mix was reduced from 86% in 2010 to 54% in 2022.
Total net GHG emissions increased by 10% in 2021 to 13 MtCO2-eq, after an 11% drop in 2020. Between 2010 and 2018, they fluctuated between 16 and 20 MtCO2-eq. In its updated NECP (2023), Estonia aims to reduce GHG emissions by at least 55% by 2030 compared to the 1990 level, and by 95% by 2050.
